Japan official addresses Putin remarks on islands

A senior Japanese official says the government may discuss joint economic activity with Russia on Russian-controlled islands claimed by Japan if the issue of their sovereignty is resolved.

Nobuo Kishi, State Minister for Foreign Affairs, was commenting on remarks made by Russian President Vladimir Putin.


Putin met with Japan's Prime Minister Shinzo Abe in Lima on Saturday. Putin told reporters that he talked with Abe about a proposal for joint economic development of the islands. He said they have yet to reach a final agreement and suggested that the talks continue when he visits Japan in December.

Kishi said Japan's current position is that it cannot engage in joint economic activity on the islands since it would mean recognizing Russian sovereignty over them. But he added that the matter could be discussed if the issue is resolved.

Soviet forces seized 4 Japanese islands shortly after Japan's surrender in World War Two. The dispute over the 4 islands has kept Tokyo and Moscow from signing a peace treaty for more than 71 years since the war.

The Japanese government maintains the islands are an inherent part of Japan's territory. It says the islands were illegally occupied after the war.
