The electrical fire is among cables, said London Fire Brigade (LFB). A 25m safety cordon has been put in place.
Police have declared a major incident and closed the road at both ends.
The emergency services are waiting for utility companies to disconnect the power supply before tackling the blaze. Seventy firefighters were at the scene, LFB tweeted.
Motorists have been told to avoid the area.
A spokesman for LFB said: "We are still waiting for the utility companies and a steer on what we can do.
"The fire continues to burn. There are a lot of electrical cables down there.
"But we cannot tackle it effectively until the power situation has been resolved."
He said the fire was not connected to the London Underground but Holborn Tube station had been closed to help manage the traffic.
She also said there was no electricity in the shops on the Strand.
Bystander Mary Ellen Tweeted: "Feeling very unsafe at the sight of this #HolbornFire across the way from us..."
A spokesman for UK Power Networks said teams of engineers were on site.
He said: "Power supplies in the area have been interrupted and as soon as we can gain access, we will work to restore electricity as quickly as is safely possible.
"We will also help the emergency services investigate the cause."

An electrical fire under the pavement in central London has led to some 2,000 people being evacuated from nearby buildings.
Fire crews were called after smoke was seen coming out of an inspection cover on Kingsway, in Holborn, at 12.30 BST. The electrical fire is among cables, said London Fire Brigade (LFB). A 25m safety cordon has been put in place.
